The inclusion of affordable housing addresses a pressing need for economic diversity and accessibility in the area, while the new courthouse facility underscores a commitment to improving local judicial infrastructure.
Objectives
- To provide a state-of-the-art facility for the Westchester Family Court, enhancing judicial operations and accessibility.
- To contribute to addressing the affordable housing shortage in Westchester County by offering units to families with incomes at or below 60 percent of the area median income.
- support community needs with amenities such as a community room, gym, and computer center within the residential tower.

Approach
The approach to the 26 Garden Street development was phased and strategic, ensuring each component addressed specific community needs while allowing for the continued operation of essential services. Phase 1 focused on establishing the courthouse with necessary support and parking facilities. Phase 2 has been dedicated to constructing affordable housing, emphasizing sustainable living and community-oriented amenities. The planning for Phase 3, although still in the conceptual stage, indicates a commitment to mixed-use spaces that can adapt to future demands.
Solutions
- Constructed a 5-story courthouse with two floors of parking (231 spaces), courtroom and hearing room facilities, and designated support areas.
- Developing West View Apartments with 186 affordable units across 24 stories, incorporating a range of amenities for residents.
- Reserved space for an additional mixed-use building in Phase 3 to further contribute to the community's growth and diversity.
Results
The completion of Phase 1 has already enhanced the judicial infrastructure in Westchester County, providing a modern and accessible venue for family court proceedings. While Phase 2 is still in progress, its anticipated impact on affordable housing within the community is significant, promising to offer much-needed residential options for low-income families. The project, as a whole, exemplifies a forward-thinking development strategy that addresses immediate community needs while laying the groundwork for future growth and diversification.
